With Gohan he's actually avoiding Goten's attacks not just once but there is even a 2nd time where they were training and Gohan was still sweating and besides we see that he still has SOME of his Old skills when he's able to control his power enough to not kill a bunch of random burglers. So I doubt he lost alot of basic skills.
Gohan also says that if he doesn't keep up his training Goten and Trunks will both surpass him.

Yes but still it shows that both of them only used a fraction of their true power...
Gohan didnt train for 7 YEARS 7 YEARS ....If he doesnt train for 7 years and doesnt have a partner for 7 years to sparre with its definitlly gonna be a schock to him and to his body to sudenlly have a SSJ as a sparring partner after 7 years since he was out of shape and a RUSTY SSJ.
Imagine yourself not doing any training for seven years you will obviouslly get weaker and if you try to do the same amount of weights that you did seven years before you aint gonna make it since you are out of shape and you definitlly gonna need time to get used to it again.
Yes he did say that probbaly because they became SSJ so fast and at such a young age and he probably doesnt know how fast they can become strongr since they already are SSJ wich he needed a lot more to achieve
Not forgeting Vegeta supposedly being 10x stronger in ape form and fighting Goku, who can still dodge his attacks despite being les than 1/10 the power level. It also shows that they are only using a fraction
But at the end the gravity showed that he cant be that strong at all at least in my opinion
