duh it just held him back. Tien does not have a high enough powerlevel to destroy cell only hold him back. Tiens neokikoho is stronger than all of piccolo's reminaing energy blast. 16 said he's not even scratched or hurt after that shot, whcih would have killed 17.
But Tien scratched the next form cell and knocked him into a super saiyan hole of pain. Cell was mentally hurt that tien hurt him and prevented him from getting A18. A16 and A18 where also amazed at the attacks effectivness and ability.
A 16 told " you there, run for your life." But instead tien stayed and actually amazingly hleped them and did it well, far abouive what anyone would have guessed.
I would guess that the technique would wound first form cell after human life extract decently , probably kill him before human extract. We have no way of knowing but HE DID DO SLIGHT BODY DAMAGE.CELL WAS TERRIFIED AND SURPRISED.
Tien even had Akira's super powerful ghostly energy smoke things twirling around him in the manga, like master roshi did in dragonball, like its going to be an amazing attack.

Maybe it was because Cell was smashed onto the ground and the friction caused scratches and burns? The Kikoho didn't damage Cell, if it did, it would have been somewhat more visible. By that, I mean, Cell would have been weaker, slower or less resistant. Was there any signs of him losing energy?
Devilz, good point, there was scratches and burns on Recoom, he even lost teeth. Was he damaged a single bit? No, he wasn't as he pwned Vegeta easily without showing any signs of power loss. Just like Cell. His appearance was damaged, but his energy remained the same, meaning all the damage done was shallow.
