Why would they not have been there? Cell said "24 years from now" which means he wouldn't show up to kill them until the time Trunks was about 24 years old.

He would take Kamiccolo's cells (why do people call him that? Goku only said that once) because he would have been a bunch stronger faster and definitely smarter. I don't see why he would be exactly as strong as before. I don't think he would take Goten's cells though, since he "had enough Saiyan samples already" and there isn't really anything else special about Goten.
