Is he extremely 'bad' or is he just being a kid? Some kids don't phase out of the brat age even at 7...some are still brats in adulthood.
Don't spank him firstly. It's no ones right to spank him, if they're not the parents. If you do they'll come down on you hard.
What are the parents like? I mean are there signs that they just don't a damn about the behaviour of their kid?
