When Future Gohan was a SSJ, how many of the Z-Warriors were alive? Goku certainly wasn't, and the majority of everyone else was gone, too. There's no other way to apply, or judge their power without using some canon facts.
If Bojack was released because of Cell's explosion, then it does follow it to an extent, just not 100%, that's all.
