Well I don't know when Movie 6 came out but I believe if there was a Power difference between Movie 6 & Movie 7 Goku I doubt it was much, so since Meta Cooler dominated Goku and 13 only fought evenly with him. So I'd say Meta Cooler no problem.

The gap is definitlly there...after the repaire Meta Cooler didnt seemed to be that much stronger then Goku since Goku was still abel to fight good with him and to track his movments and the fact tha Base Vegeta was also abel to send Meta Cooler flying with a kick proves that he isnt too far ahead.And another proof is that when vegeta and Goku teamed up the destroyed him and we know that team work doesnt work in DBZ when your enemy is apareantly "far stronger" then you.
