A "teen" is someone thirteen to nineteen years old. When and where you hit puberty has nothing to do with the term's meaning. Canonical evidence tells us that Gohan was ten years old when he exited the RoSaT, eleven at the most.
Not a teen. Not even a pre-teen. Just saying.
