I recall the Daizenshuu suggesting that Tien was descended from an alien race, his potential might be different from humans.

It doesn't matter if they train or not, or how much they trained. The Elder Kai ritual does the same thing regardless of how powerful they are at the time, the result will still be the same if they trained or not.
Gohan could live the life of a boring human with a PL of 5 until he was an adult, go through with the ritual, and still be greater than Ssj3 Goku.
