It's hard to beat a base saiyan, and you're talking about SSJ?????
Goten was a baby soon after the Cell games. Within 7 years he was a mediacore SSJ. Lets say, he gained 500,000,000 in 7 years. And he was a half saiyan, giving him the advantage of power. Plus saiyans have more increases in power. So I say Yamcha at max would have gained 300,000,000. So no. He wouldn't win
