I didn't say she has dominance over Kid Buu, that's silly. But yeah she could cause damage to Kid Buu for a second, before the bastard regenerates.
And no, being a GT character doesn't means she's above Z characters. Being the offspring of Chou Gohan and grandaughter of Goku puts her above Z characters.
