Besides the fact that Vegeta would never be able to go SSJ4 without the Blutz Waves anyway
because he had no tail, you totally missed my point here. I meant Vegeta was strong enough to hold the power in his body and harness/control it, in order to go from Oozaru, to Golden Oozaru, then SSJ4. Remember, Vegeta is always constantly training, as shown in the Lost Episodes, and even in the Shadow Dragons arc. While Goku and Pan were fighting the Dragons, Vegeta was training and Bulma was thinking of a plan for him to go SSJ4, since Baby was able to go Golden Oozaru. But anyway, the point is, is that I meant he was strong enough to hold, harness and control the power to become a SSJ4.
