As far as the tournament goes, Vegeta had been training the entire time between Z and GT, as shown in the lost episodes. Now of course he wasn't as strong as Goku, lol. But I wouldn't say his power was too inferior compared to Goku's. I don't believe base Goku could beat SSJ Vegeta. After all, Vegeta was strong enough to go SSJ4.

I thought it was because of the machine Bulma made. Also, it seems SSJ4 doesn't require much power since the saiyan hasn't even got to be able to ascend to SSJ3. He just needs SSJ and a tail. Power is surely not what made Vegeta able to go SSJ4 but anyways, that's beside the point. As for the rest, I thought about it again and it's true, Vegeta and Goku were pretty in the same league when you put them in the same form, it goes like that for the entire series(Aside from the Frieza saga). Just look at SSJ2 Vegeta vs SSJ2 Goku, they were pretty even, so, logically, SSJ Goku and SSJ Vegeta should have the same gap in power and the same goes for their base forms.
