In general, there are older games that could come out over newer ones overall. Where older games won't have the smooth, 3D graphics of the newer ones, there are plenty of cases where the soundtrack and plot of the game completely trump that of a new game. Same principle with manga. And yes, art has generally improved in manga, as well.
That's not what I meant, if you look at this from a critical point of view older games are just in an enormous disadvantage, let's make categories.

Left is for manga, right is for video games.

Plot/Story: Now, it's true, in both sides, the plot can be better 20 years ago than now. The difference is the fact today games focus much more on plot than back then, that's why Mario Bros or Legen of Zelda(NES) didn't have a plot as deep as Final Fantasy 7 or Metal Gear Solid. In a manga, an old manga can have the deepest plot ever seen, it's a matter of creativity.

Art Style/Graphics: Complete landslide, graphics are just better today because of superior technology. In a manga, the art style of an old one can be better than the art style of newer mangas, there is just no way a game 5 years older can be graphically better than a new one.

Dialogues/Sound: Again, one sided, sound, sound effects, soundtracks and everything are much more creative and realistic in today games(I'm not saying they're better). Since music is a matter of taste you can't really give your opinion, you have to be on a neutral point of view and your enjoyment doesn't matter since everyone doesn't enjoy the same thing. In a manga, some are gods to do catchy and interesting dialogues, new mangas aren't clearly superior in that department, as for video games, we went from textboxes to have oscar winning actors making the voices.

Originality??/Gameplay: Just look, Mario Bros(NES) or Mario Galaxy(WII) which one of these games has the best gameplay? You can't even compare since one came out 20 years later and had 100 games to be inspired from. The console is also more powerful which allows more elements in a game and better game mechanics. Originality is something that can't die, you can always come up with new ideas if you have the imagination, in video games, you can have imagination but you also must have proper technology, Mario Galaxy couldn't have came out 15 years ago, 3D in video games wasn't even present, games like GTA4 with tons of interactive elements couldn't have came out 10 years ago since there wasn't enough space on discs and developpers hadn't the right technology.

That's why I say no matter which way you look at it, newer games will always have a ridiculous advantage over older games if you look at them from a critical point of view. The only categories where older games can win are plot, that's about it. Technology plays a big role in video games and you also have to take time into consideration while in mangas, it doesn't matter much. It's not because a manga comes out in 1999 that it has a better art style than a manga that came in 1988. As for video games, a gam that came out in 1988 can't beat a game from 1999 in terms of graphics.

That's why I said we can't comapre that. Sorry for the grammatical errors and everything english isn't my first language, I'm still learning it.
