You're both wrong, we can't say he is canon since he never even appeard in the first place. It's not like your thoughts on base Vegeto are more reliable than what the anime showed. Canon or non canon doesn't change anything since the strength of base Vegeto in the anime doesn't contradict the manga. It can be used as a base.
