Well he tried to go FP both times, but the second time he only powered up to all that his living body could handle. Then during the minute he wanted to power up to maximum but failed. Even if Goku didn't use FP against Fat Buu, he's certainly have tried FP at least once in the other world to test his strength, so he should have noticed a difference when fighting Kid Buu

He blasted Chibi Buu twice but he just regenerated. He simply wasn't strong enough.

And how does Goku know that Fat Buu could increase his power any further?
