That's an assumption that's most proabably inaccurate. How do you know in his dead body he would be at fp from the start? Goku didn't know that his living body was inferior to his dead body until he tried to power up to full, therefore if he usually went straight to fpssj3 when he transformed in his dead body, he would have noticed that things were different in his living body.
Sure, he could have held back power because he wasn't trying to "kill" Fat Buu, but Vegeta also mentioned that Goku at full power would be able to obliterate Kid Buu and he saw Goku's fight with Fat Buu. In Goku's actual fight with Kid Buu he had a small advantage at best, and for Vegeta to know for sure that Goku would be able to defeat Kid Buu is if his power output was greater against Fat Buu than it was against Kid Buu.[/quote]
Well first off its not just the fact that he wasn't trying to kill fat boo but its also the fact that the more power he expelled the less time he would have on earth. Also regarding the point you rasied, Vegeta wasn't basing Goku's power off the fight against Fat Boo. This is obvious since he becomes amazed at Goku's power after Goku and Kid Boo start fighting each other. He apparently sensed that Goku still had room to build up his energy and so made that comment. If anything Vegeta was more amazed after witnessing Goku vs Kid Boo as opposed to Goku vs Fat Boo,
