He said he needed a minute to build his chi up, but that didn't work out anyway. He was trying to build it back up to his full power (which he couldn't reach in his live body, despite saying that he wouldn't be holding back before the fight with Kid Buu even started). But he wouldn't need to do that in his dead body since he could just be at full power from the start.
Sure, he could have held back power because he wasn't trying to "kill" Fat Buu, but Vegeta also mentioned that Goku at full power would be able to obliterate Kid Buu and he saw Goku's fight with Fat Buu. In Goku's actual fight with Kid Buu he had a small advantage at best, and for Vegeta to know for sure that Goku would be able to defeat Kid Buu is if his power output was greater against Fat Buu than it was against Kid Buu.
